This is an External Permanent Inspection Platform, in the state shown it measures 170mm in length if two kits are put together you can have a step at either end, designed to be mounted with the ground level at rail height.

Each Inspection Platform costs £11.88 + £1.75 p+p If you want two Platforms they will cost you £20.00 + the p+p.
